An old pair of tap shoes. I removed the taps.

Cut two rectangular pieces of leather

Salvaged the t-straps from a pair of old sandals.

Make a bow with the leather rectangle, loop through one end of the leather strap.

Slide the other loop end into the shoe strap, glue the bow to the shoe's vamp.

I do tap - love the shoes (useful for almost all types of lolita). So happy for finding your little tutorial because lots of lolita shoes are expensive! And there aren't over the top! Though personally I don't like the middle bar, but that is common in those sort of lolita shoes :) and it think I'm the only person to not like it!

Cool tutorial! How do you remove the taps? And where can you buy tap shoes?
